Sometimes it is. Sometimes the sewer line has been trying to tell you there is a bigger problem for a long time.
CIPP stands for cured in place pipe.
Most homeowners do not care what the letters mean. They just want to know if the sewer can be fixed without destroying the yard.
The important part is making sure the old sewer pipe is a good fit for a liner. The pipe has to be cleaned and checked before the work starts.
If a liner does not belong there, we would rather say so

Sometimes digging is a better option
Not every sewer line can be saved with pipe lining. If the sewer pipe is collapsed, badly offset, crushed, or missing sections, excavation may be the honest answer. Nobody likes hearing that.
At the same time, nobody wants to spend money on CIPP lining if the sewer is too damaged for it to work.
The repair should match the condition of the pipe.
